We use reflective memory (GeFanuc) to convey fast information between remotely separate systems. The nodes come in different h/w flavor (PCI, VME,...) linked by fiber. Our nominal rate is 200Hz.
I don't know if thats the cross-IOC solution you are looking - if you think a big pool of memory that can shared between remote processes, that as wake-up/broadcast capabilities, that might be an option. It's been good for us!
