I don't think build tools come installed by default on Ubuntu.
You need to install the "build-essential" package to get those
tools.
To build EPICS Base with readline support, I think you also need
to install the libreadline-dev package.
BTW, there's an introductory page about compiling software on
Ubuntu at
https://help.ubuntu.com/community/CompilingEasyHowTo
. If you want to build things beyond EPICS Base, such as MEDM
and synApps, you will likely need to install even more packages.
My list is for Ubuntu 8.04.3 LTS, so it's very old, but for it
I needed to install flex, libx11-dev, and libxmu-dev from the
"main" repo, and I needed to install lesstif2 and lesstif2-dev
from the "universe" repo.
