Hi Juan

We are quite successfully using trac (http://trac.edgewall.org/). Our users 
currently do not enter problem reports by themselves but it would be easy to 
add that to the configuration. Trac has most of the features you list below as 
requirements, except a hierarchical organisation of multiple projects, which 
is the main difference (AFAIK) between redmine and trac.
