Check your channel access address list, by this line in the file that you pass via the -pluginCustomization command line argument:

org.csstudio.platform.libs.epics/addr_list=..

By default, it starts out looking only on the local host (https://github.com/ControlSystemStudio/cs-studio/blame/master/applications/alarm/alarm-plugins/org.csstudio.alarm.beast.server/plugin_customization.ini)

See http://www.aps.anl.gov/epics/docs/ca.php for general channel access documentation, and refer to the docbook chapter named "Hierarchical Preferences”, http://cs-studio.sourceforge.net/docbook/ch06.html, for more on the -pluginCustomization files.
