I confirmed that the latest build has the setting panel.
Also, double-clicking at the end of the axis is a nice idea!

The vertical axis is always scaled automatically, and I cannot find the way to change it manually.
I've tested with SNS version 4.5.0 (Basic EPICS).
If you use the latest download, the left-most plot toolbar button opens a configuration dialog for the axis range.
In addition, you can double-click on the start or end of the axis which turns the axis number into a text entry field where you can then enter the desired value.
