Sorry Mark, i had not reported that. 
Actually i didn't investigate in that properly.  That time i am able to build EPICS base-3.16.1 on Win32.  Only problem with IOC Build and it was solved with relative path of epics base, asyn etc in configure/RELEASE.

It was not working with standard path generated with makeBaseApp.
EPICS_BASE=C:\epics\base-3.16.1
Instead i used like EPICS_BASE=$(TOP)/../../base-3.16.1.

But now i am trying with base-7.0.1.1 on Windows10 64bit and EPICS base it self doesn't build.
I tried 64 bit Winodws 10 machine for base-3.16.1 and got same error.
 
I am not sure, it is similar or something different.
