My system has no perl environment variables set:

/home/epics> printenv | grep PERL
/home/epics>

I just realized what one difference could  be.  I am building all architectures in the same tree on a Centos 7 system.  I built the linux-x86-64 architecture first, which is the Centos 7 EPICS_HOST_ARCH.  I then built the older linux-x86_64-gcc42 architecture, which is the one for the Pilatus.  Since the html documentation had already been built on the newer architecture "make" was probably smart enough to not try to build it again on the old architecture.  Thus I may have the problem but would only see it if I built first on linux-x86_64-gcc42.

Have you confirmed that the perl environment variables are the same?
