Thanks for your help, updating gcc made the problem go away, so it appears that Perl is OK.

Possibly not; AFAIK most core developers use RHEL or Debian (+Ubuntu and derivatives).

The issue is with the configuration of the system Perl installation. Can you email me the output from "perl -V" so I can see how it's being set up. Your fix may work for you, but it won't for some other Perl installations.
https://epics.anl.gov seemed to be down the last couple days?. Nice to see it back up, thanks!
The APS IT group only gets a few short periods to do maintenance and upgrades on our networks and systems, and the Christmas-New Year break is usually the longest of those. I can't guarantee that things won't go down again, but they do seem to be stable for now. If they do, try the new https://epics-controls.org website does have some stuff...

Nice new website!, but all of the install guides and techtalk history is at epics.anl.gov.
