EPICS Base Bugs and Merge Proposals are maintained as part of the EPICS Base Launchpad project, which is public, making it easy to track issue status from report to release. The particular merge proposal by Dirk is available at https://code.launchpad.net/~dirk.zimoch/epics-base/+git/epics-base/+merge/372925.
procServ is a wrapper for interactive commands, and clearly not a logging tool. (Actually, I would have preferred to drop its feature of logging to a file a long time ago, if it wasn't used by many installations.) In any way, asking for a command wrapper to be runnable without a command is a feature I have no intention to support.
