Hi Yang,
For this problem the versions of Visual Studio, perl, and EPICS base are not important.
You are running the most recent version of the EPICS Windows Tools.
The problem looks to me like it might be the version of Exceed. You said you are running Version 13. However, according to this link Exceed Version 14 was released more than 10 years ago, and was the first version to support Windows 7.:

I suggest you either upgrade to a more recent version of Exceed (we are using Exceed 14 on many machines) or switch to another X11 server.
I really like MobaXTerm. https://mobaxterm.mobatek.net/
It provides:
- X11 server
- ssh client
- Linux-like command shell with many Linux commands.
It has a free version which works well. We pay a small amount to get support and some additional features, like being able to create our own MSI installer version pre-configured with local options to make deployment simpler.

I installed the following softwares on the Windows_7_x64 system:
* Microsoft Visual Studio Community 2019
* Strawberry-perl-5.30.1.1
* EPICS base-7.0.3.1
* Hummingbird Exceed v13
* EPICSWindowsTools1.44-x64.msi

The problem is:
I can run IOC and edit MEDM normally.
But, when I execute a MEDM, the MEDM responds to the button events very slowly, although displaying PVs normally.
When I switch to edit mode, the MEDM disconnects with IOCs and is stuck .
At this time, I can new a MEDM and edit it normally. But when I switch it to execute mode, the same problem would happen immediately.
