I've seen this with a few different remote X methods, but not in
others. It appears to be bug(s) in an underlying library
(openjfx or gtk). Variables which might change the behavior
include GL implementation and/or version, and X window manager.
For me, menus don't disappear right away. So a workaround is to
click with the mouse, and then navigate with the arrow keys.
You might try switching from VNC to X2Go or XPRA, or to a distribution
with a newer Mesa library version.
