In answer to the following comments

I think that it's a good idea to have a pre build stage to build the
antelope, e_flex, ... tools, in fact some prebuild facilities already
exist, but the changes necessary to do this were not included in the
current proposed changes. I have added them to my list of proposed
epics/base enhancements to be done at some later date.

It is true that the startup files should not depend on different versions
of epics, but it is easier for distribution purposes to include them as
a separate directory in the epics tree rather than have two files for
distribution. Sites should then copy them into a site specific standard
place ( such as /usr/local/epics/startup at APS) for usage.
