I was advocating this for EPICS release X but as I understand it 
an array field whose storage is embedded in the record structure is not
currently allowed. 

Does anyone else know otherwise?

Of course you can get a functional equivalent by 
placing a pointer field in the record structure
and allocating storage for the array at run time.
You will need to provide the rec support entry point
that fixes pfield in the db address structure to
point at your allocated storage (instead of at the
proxy field in the record).
