IOC: Force Sparc 5 (frc5ce)

EPICS R3.12.0
I ran two tests, the first using the test database and MEDM
application suggested by Marty, and the second using the catime
program supplied with EPICS base.
Using the APS test database, I used the MEDM GUI to set the scan rate
of the master fanout record to ".1 second" which should have resulted
in the processing of 3000 records per second with associated monitors.

value = 0 = 0x0
Here's the final output from 'spy' after a few minutes of
running. I've removed the tasks with 0 total ticks from the listing.
Note: The scanPeriod task at PRI:52 is a 20 Hz ".05 second" scanner.
No CA events were lost. The OPI is a HP 9000 Model 715/50.
