Yes.

Why? Posting a "value change monitor" when the value hasn't changed doesn't
seem quite reasonable for an event based system. (I know the ai record can
work this way if you set MDEL to -1, though.)
If you want your client to be notified whenever the record is processed you
will have to FLNK to another record that either counts (using a calc
record) or just flip-flops (using a closed-loop bo record with DOL pointing
to some "1" and the HIGH field set).
