Are you sure that CA links between IOCs are working at all?  You need to put
lines in your st.cmd like the following:
# Set the default gateway
routeAdd "0","164.54.160.65"
# Don't use the gateway for machines on this subnet
routeDelete "164.54.160.64","164.54.160.65"
