I have run into this problem on Debian Linux too, but have come up with
a different solution, which is to use a different FTP daemon. Debian
has installable packages for three different FTP daemons, namely, the
WU-ftpd, ProFTPD, and a port of the OpenBSD FTP daemon. If you use
either the OpenBSD daemon or ProFTPD, the VME crate boots just fine.
However, if you use WU-ftpd, the boot of the VME crate becomes glacially
slow. In fact, it is so slow that usually the VxWorks boot code times
out before the boot completes. Thus, I would recommend that you try a
different FTP daemon and see if that works better.
