In the record reference manual - in the chapter "fields
common to all records", it shows that the SDIS field is not
configured to allow it to be changed during operation. I
think if you go into the .dbd file that has the fields that
are common to all records and chage the parameter to allow
it to be modified, you should be able to change it
dynamically. (You are running some version of 3.13 - right?
You could not change address fields prior to 3.13)
