We ran into the slow booting problem several years ago in 
ORNL/Robotics.  The problem came from inetd stopping ftpd because it was 
running to often.  On the SunOS 4 and early solaris boxes the solution we 
put in was to run an ftp that runs as a standalone daemon, not started by 
inetd.  This gives us lots of security options that the stock in.ftpd does 
not support.  I think we ran wu-ftpd to start with and now we are running 
BeroFtpd.
