Following are setup reqirement for building EPICS R3.14.5 base on win2000,
where I installed 3.14.5 on my F: dirve.
I hope it will help.

1) set EPICS_HOST_ARCH environment

  	setenv EPICS_HOST_ARCH win32-x86

2) installation setup requirement

	cd /cygdrive/f/epics/base-3.14.5/configure
        vi CONFIG_SITE
          set COMPAT_TOOLS_313=YES   ( allow build of 3.13 extensions tools)
        make clean install

  	cd /cygdrive/f/epics/base-3.14.5/config/tools
        make (  to install the perl tools )

3) build base

	cd /cygdrive/f/epics/base-3.14.5/src
	make
