Is the time zone definition correct on the workstation that you run the
ArchiveExport on? I.e. does the 'date' command print the correct time?
Make sure that the environment variable TZ is set to the correct acronym
for your time zone. (Or that /etc/localtime comtains the correct zone.)
Your examples look like TZ is used to determine the start time, but
EPICS_TS_MIN_WEST is used to convert the timestamps of the exported
data. I'm not sure if this is the expected or correct behaviour, though.

Why? I have defined EPICS_TS_MIN_WEST (-420) and EPICS_TS_NTP_INET (localhost) in $EPICS_BASE/config/CONFIG_SITE_ENV.
btw, EPICS is 3.13.8
Channel Archiver is 1.10.2
