We have seen a very similar behaviour just a day ago, when the st.cmd script is pointing to an AS configuration file that doesn't exist. The CA server seems to hang, clients do not get any PV names on the IOC resolved.

The file  AS config file existed, was 'good' as per ascheck,
and while the subroutine-triggered AS config file reload was deadlocked,
an 'asDump' from the IOC shell confirmed that the new file got loaded.

So I'm 110% sure this is not about loading the file, but a follow-up
deadlock in the config-changed callback to RSRV.
