Another good reason to put this functionality in the IOC rather
than a client is it uses the client-server system most efficiently.
One client tool can be used to program the sscan record, another to
grab the data for archive, yet another for data visulization -or-
one client could do all these jobs. Even if another client is also
grabbing its own copy of the data or observing or some other purpose.
