I use the Make 3.81 that is available with MinGW which has worked fine for me 
on both win32-x86 and win32-x86-mingw architectures (I may have renamed it 
from mingw-make.exe to make.exe, I have a vague memory of doing that).  I 
don't know the gnuwin32 stuff at all though, so I can't say whether that 
might be the source of your problems or not.
