That web server is no longer online, but the directory still can 
be found at:
http://ics-web.sns.ornl.gov/QtCATool/

Please note that the timestamp on the tarball in this directory is 
Feb 2006 and there is no active development on this project at 
SNS. Neither Ernest nor Andrei are currently at SNS.
And as someone has already pointed out, for any non-relative links 
on that page, s/ics-web1/ics-web/
