Actually that variable has no effect on the IOC server, it only applies to the 
CAS which is not (yet) used by the IOC code.

The IOC server binds to all the interfaces it can see; there's actually no way 
to change that with the current code.  I wonder whether your problem is 
actually that the machines do not have the same subnet mask settings, and 
hence their broadcast addresses are different?  On Unix systems 'ifconfig -a' 
will print the broadcast address; you need to make sure that all systems are 
using the same address.

The output from running 'casr 1' from the IOC shell may also give some hints.
