As far as I known LOPR,HOPR are only used for display.
DRVH and DRVL are the hard limit.
In you dbpr, I see VAL at 4... not at 1.
Maybe 4 is what makes your driver go in the undesired mode.
Check your driver code!
Also just out of curiosity, what is the value of RVAL (if there is such a field for longout)?
