As far as know, CSS Basic EPICS package does not come with the alarms support. You may have to manually include it (read here how to get the sources: http://sourceforge.net/apps/trac/cs-studio/wiki/SourceRepository) into an Eclipse RCP project and compile (see CSS handbook http://cs-studio.sourceforge.net/docbook/ch13.html#fig_beast). Or there might be someone in the community who has got the binaries.
