You could do this is with an mbbo record followed by an scalcout record.  If the text strings are all shorter than 16 bytes, the mbbo record could hold the text strings in a form that EDM and other display managers already know how to display as a menu.  The mbbo record's forward link would process the scalcout record.  The scalcout record's INPA link would read from the mbbo record's RVAL field.  The scalcout record's INAA, INBB, INCC, etc. links would read from the mbbo record's ZRST, ONST, TWST, etc. fields, respectively.  The scalcout record's calc _expression_ would be "@@A"; this _expression_ tells the scalcout record to use the AA field if A==0, the BB field if A==1, the CC field if A==2, etc.
