The Base-3.16.0.1 release is only suitable for developers to test their
support modules against, it should not be used by anyone who is not an
expert.
Many 3.14 modules and extensions have been updated to build and work
with Base-3.15, but in some cases the author might not have done so yet.
The extensions packages from the APS have all been built with the latest
release of Base-3.15, but I can't speak for extensions from other sites.
The 3.13 versions of extensions are only compatible with the very old
Base-3.13.10 release and should not be used.
