Tim is right. As I stated recently on this forum: EPICS Base versions with a zero in the update counter (e.g. 3.15.0, 3.16.0.x) are considered by the developers as "not for productional use", since they have not had the appropriate amount of testing, and other packages (modules, extensions, applications) have not been compiled and tested against them.

However, the development versions of Base do provide an opportunity for maintainers of other modules to compile against and test, so that remaining bugs in Base can be found and fixed before the first "real" version is released, and the new release series gets supported quickly.
The synApps bundle is a special case, because - as a bundle - it requires all its packages support a new base release series before it can bundle them.

As for the original question:
Please use the 3.15 "current" release series of Base that is supported by synApps.
