I have updated the Prerequisites section at the head of the sequencer's
download page, in particular with regard to Windows. It now also
contains a link to the EPICS-re2c github page. I have also changed the
link on the side bar so that it no longer skips over the introductory
Prerequsites section, hopefully increasing it visibility for newcomers.
