Tim, if you push this fix i will test it.

I made a temporary solution, creating a new calcout record that update 
his value when TP==T, like this:
record(calcout,"$(BL)$(SC):LS2") {
 field(INPA,"$(BL)$(SC).S2")
 field(INPB,"$(BL)$(SC).VAL")
 field(INPC,"$(BL)$(SC).TP")
 field(INPD,"$(BL)$(SC):LS2")

 field(CALC,"B=C ? A : D")
}

This worked, but if there is a solution inside scaler record i think is 
better.
