I am using kill -s <TERM,KILL> <PID>.  However, I tried this again and it seems like it was pure chance it worked this way the first time. The only consistent way it works is if the entire device is restarted *without* specifically killing the client process first.

How are you killing the client with SIGKILL vs SIGTERM?  I may try to write a simple server that we can test with, killing it both ways.
