Hello Andrew,
to chip in, NSLS-II uses Health Physics Instruments (HPI) 6016 Area Radiation Monitors. Michael has created the driver (https://github.com/mdavidsaver/hpi6016), simulator, and configuration program which nicely work for our Controls. There is one IOC handling all ARMs and I didn't ever have any trouble with that centralization (except when a device is simply not pingable due to some known issues). The technical effort to introduce a new device installation in the existing system is minimal and inferior to the challenge coming from how many parties are involved in the matter. Cabling, installation, device configuration, safety certification, IP and network port assignment, IOC adjustments...
