FYI, while I haven't done anything with it for a while:

https://github.com/mdavidsaver/ndwarp

includes the ability to rotate by arbitrary angles.

This plugin does arbitrary pixel mapping nearest neighbor or linear interpolation.

To answer the obvious question, I haven't suggested this for inclusion
in AD because the interface is too application specific.  And I couldn't
decide on a more general interface which I could implement with reasonable effort.
