CSS uses SWT which uses GTK+ on Linux. However, Display Builder on CSS
uses JavaFX as its graphics library (the documentation suggests there's
some support for SWT, but the focus is on JavaFX), so if you're wanting
pure GTK+ all the way down, then Display Builder would not satisfy that.
I believe BOY on CSS is based on Draw2d

which uses SWT which uses GTK+ on Linux. So, it's a little closer to
being pure GTK+ all the way down, but even Draw2d renders graphical
components to an SWT canvas, so it's not like you're actually using GTK+
widgets at that point.
Depending on the application, though, that could be considered
reasonable. For example, an application that presents data entry
forms using standard toolkit controls might end up using GTK+ widgets
exclusively, but an application like Microsoft PowerPoint might render
everything in a slide as a custom graphical object that does not map
directly to any GTK+ widget.
