Dear Zhefu,
I don't know it the monitor threshold within the archive engine works
the same as the ADEL field within EPICS records.
For EPICS PVs, to send everything even if there is no change, the ADEL
field should be '-1'. '0' means at least 1 bit in VAL has to change.
