"CAS: No TCP server started" means that the CA server configuration, when applied
to the host system, has resulted in no TCP server sockets being created. So the
CA server would be inoperative. The lack of previous errors is strange.
I'd expect to see eg. some "bind error"s shown.
What $EPICS_* environment variables are set?
