It seems that there are 2 functions, which are neither issues nor bugs, to be improved to be more user friendly.
1. Double quotes in setting:
org.csstudio.diirt.util.core.preferences/diirt.ca.addr.list="10.30.78.246:5066 10.30.78.246:5070"
This is very often for CLI use case, but not acceptable in the ini file

2. Multiple setting for the same environment
    org.csstudio.platform.libs.epics/addr_list=...
    org.csstudio.diirt.util.core.preferences/diirt.ca.addr.list=...
    org.csstudio.vtype.pv/addr_list=..
It would be nice to normalize it into one.

I did notice that the DIIRT setting has "diirt.ca.addr.list". Does that have to be CA, or it can apply to pva as well?

    Yes, when you have several networks, you need to configure the address list,
    for example by listing the broadcast addresses of all relevant subnets.
    You best put the same address list settings in
    the  plugin_customization.ini that you use with the CSS GUI and the alarm
    server, that way you can test the settings in the GUI.

    The "org.csstudio.platform.libs.epics/addr_list" was the original name for
    that preference in the Eclipse-based CSS.
    But then DIIRT simplified matters by adding its own setting, and feeling
    left out, VType.PV did the same.
    So best set all 3:
    org.csstudio.platform.libs.epics/addr_list=...
    org.csstudio.diirt.util.core.preferences/diirt.ca.addr.list=...
    org.csstudio.vtype.pv/addr_list=..
