FYI. first vs last depends on host OS, and as I recall windows and linux differ.
So I think you both are right.

As for the problem at hand. If possible, it would help if we could see
the IP configuration of both hosts. And also to know what, if any,
firewall rules are involved.
Things I look at:
1. host firewall configurations
2. mis-configured broadcast address
Both the .1 and .2 host must have the same broadcast address set.
