HI Alexis,

You have to allow all other cards to be booted after your cpu is ready
to communicate with each other through MCH pcie. The order is

1 MCH / 2 CPU / 3 Others

You can contact ESS to ask about their configuration for MTCA or
please check https://github.com/icshwi/mch_config
