PCAS 4.13.3 released

Dear all,

PCAS 4.13.3 is available on its GitHub release page [1]

This bugfix release bundles some changes that happened over the last few years (which were originally fixed on the 3.15 branch of EPICS Base).

Most notably, it fixes an issue [2] that results in the CA server decoding a number sent as a string as a hex number in case of extraneous characters in the string.

There is no ABI change.
This release is a suggested update for productional systems.
