When trying to understand maddeningly non-specific error messages
like this, I find 'strace' to be helpful. eg.
> strace -f -e trace=%file arv-tool-0.8 -d all
This should print every syscall which includes a file/path name.
I would then search the (likely very verbose) output for mentions
of "/dev" and/or "EPERM".
