For now, I still need to use 3.14.

Hello LiangChih,

Maren is right about updating EPICS Base. The 3.14 release series is dead and does not get any updates anymore. You should really migrate to a more recent, fully supported version.
That said... If you check the PCAS module on GitHub (https://github.com/epics-modules/pcas), you will find the "official" fix for the problem that you ran into: https://github.com/epics-modules/pcas/commit/56403e8e4774dccc3819cab27bc975f48ab5f988
