Well,
Actually, the snippet you provided does not contain the ca_get() call. You create the channel with ca_create_channel() and you wait for a result with ca_pend_io() - but you don't issue a CA command.
One of the examples in Base (that can be created with the makeBaseApp script) is a simple channel access client. That minimal code snippet should give you an idea of how to work with the CA client library.
