I would say that having multiple "file" commands in a substitution file is pretty standard.
Note that the syntax definition (at https://epics.anl.gov/base/R3-16/2-docs/AppDevGuide/DatabaseDefinition.html#x7-2740006.12.1) also allows one or more of those commands.

Or did I get the question wrong?
