EPICS is a toolset and IOCs are the results of specialized applications generated with that toolset. Even if they are connecting to the same type of device, every installation's IOC would be different. It would have different names for records, use different network addresses and configuration, maybe add local extensions that no one else uses...

Let me try an analogy...

In a world where everyone uses the same text editing software, your want to write a motivation letter for a university application. Your question would translate to "is there a central database of letters?", arguing that you can use generative AI like ChatGPT to write a perfect motivation letter for you.
But your letter needs to have your name, your address, your university, the matching address, your own motivation and your style. (You also may want to add your CV and your photo instead of the artificial life that ChatGPT invented.)
If you mail the ChatGPT generated letter, you won't even get an interview.

And - as Simon pointed out - the latest versions of those systems have become a lot better. They don't generate obvious BS anymore - now it's harder-to-detect BS.
Still BS.
