Subject: first time with EPICS: st.cmd doesn't work

Hi All,
Just started having a look at EPICS and I feel at the first hurdle...
As far as I can see, I followed the instructions on the presentation  at https://epics.anl.gov/docs/GSWE/iocs/IOC_Overview.ppt . All worked well and as far as I can see all the files were generated. When I tried to use st.cmd after turning it into a command using chmod -x st.cmd, it tells me command not found.
I bet this is a very simple issue, but I can't figure it out.
I'm on a Rocky 9 VM and if I do softIoc that works fine.
Any advice welcomed.
