Moving NSCL/FRIB's SNMP driver to epics-modules

Not related to the original message, but taking the opportunity, can we
move this project to the epics-modules?

Last time I asked for suggestions for controlling an SNMP-aware device,
that was the recommended choice [1]. IMHO, making it available in a
canonical place for modules should ease the decision-making of future
integrators and, in this case, it should ease the process of
contributing to the source code as it will be in a Git forge. Hopefully,
it would lead to a single module to be collaboratively maintained by the
EPICS community in the future.
